Dear Litchfield-By-The-Sea Owners,

 

The LBTS 2026 Annual Meeting and Election of Directors is only a week away!  It is scheduled for Saturday, June 13, 2026, at 10am. 

The polls are open to vote in the election until next Thursday, June 11th at 4:00pm Eastern.  Therefore, this is a good time to talk about the Election, Proxies, and Quorum.   

Proxy for Quorum – In an HOA election, a proxy for quorum is a legal document that allows an absent homeowner to assign their attendance to another person or the board secretary. This permits the absent member to “count” toward the minimum number of voters required to legally hold the election and conduct official business at the Owners Meeting. This is known as QUORUM. 

For example, the LBTS Governing Documents require a quorum of 51% of homeowners to be present to hold a valid Owners Meeting and Election.  In this case, PRESENT means the owner either voted in the election or submitted a proxy for quorum.  If only 50% of owners vote or submit their Proxy, the HOA falls short of a quorum, and we cannot hold the meeting and election. Proxies fill the gap by legally representing absent homeowners as “present”.

Election Update– we receive periodic updates from our Voting Vendor, Vote HOA Now, on the percentage of owners that have voted electronically and the Percentage of owners that have submitted a Proxy for Quorum.  We are sent this data so we can monitor our Quorum status.  FYI – while we receive updates on the % of owners that have voted/submitted proxies, we do not receive information on the election results.  Once the polls are closed, on 6/11/2026, we will be provided with the final elections results, which will be verified by the Nominating Committee and our Attorney. The election results will be announced to owners during the Annual Meeting.

As of this morning, Friday 6/5/2026, we have NOT reached our quorum requirement.  We are very close; we have 50% quorum.  If you have not yet voted, please do so.  We need your vote to legally proceed with the annual meeting and election. In addition, voting ensures that LBTS leadership is aligned with your needs. 

 

How to Vote Electronically – You should have received weekly email voting invitations from: litchfieldbythesea@ivotehoa.com  If you have not seen these invitation emails, please check your spam/junk folder.  If you cannot find these emails, or you have questions, please contact the office at 854-223-5287 or go to the web address listed below and click ‘Contact Us’ to get your voter access code, vote, or to ask questions. Voting online is easy and quick. You will have three steps:

  1. Receive the invitation email and click the link to go to the voting site (or go to the voting site listed above and enter your code). Only one registration/vote is allowed per unit.
  2. Register for the vote by entering your name, email, and creating a password.
  3. Make your choices on the ballot and submit.

 

When your vote is complete, you will receive both an onscreen confirmation and an email that the vote has been recorded. The entire process takes only a few minutes.

Maintenance News & Project Updates:

Each day, your LBTS Management Team coordinates and performs many small & large repairs across both campuses. However, when larger projects may impact owners/guests, we will provide details regarding those projects so you can plan accordingly. Thank you for your understanding and patience as we work to maintain and improve your community.

Please note: On June 11th, 2026, the exit lane at the Main Guard Gate (toward the traffic light intersection) will be repaved. This work will address existing potholes and improve the overall condition of the roadway.

Litchfield-By-The-Sea

  • Fountain Maintenance

The fountains located opposite the beach club have been fully cleaned, serviced and are now back up and running.

  • Beach Shower Station Upgrades

The temporary foot washing stations and outdoor showers have been installed. The permanent foot washing stations and outdoor showers are scheduled to be rebuilt.

  • Upcoming Boardwalk Project

Maintenance is scheduled to begin work on the boardwalk next week as part of the ongoing efforts to preserve and improve the structure for long- term safety and durability. To minimize disruption, the boardwalk will always remain open during the project. Work will be completed in 16-foot sections to allow continued pedestrian access while repairs are underway.

  • Osprey Lake Project New Installed Fountains

Osprey lake, fountain B is being reinstalled now. Fountain C is scheduled to be reinstalled, brand new. Fountain B was pulled out and is being reinstalled now, for maintenance.

  • Beach Club Foutain and Electrical Repairs

Following recent flooding that impacted the Beach Club fountain and its associated electrical station. All the repairs have been completed, and electrical systems are fully operational again.

  • Guard Gate Irrigation Project

Maintenance staff are currently working on repairs to an electrical irrigation line located near the Main Guard Gate.As well as South Gate irrigation main line repairs, a significant irrigation main link break occurred near the south gate after a pipe failure. The damage section has been successfully repaired.

  • Private Property Sign Installation

Maintenance is currently installing new “Private Property” signs at both the Main Gate and North Gate entrances. These signs will help reinforce community access policies and provide clear guidance for residents, guests and visitors entering the property.

River Club

  • Depth Marker Replacement Project

We have completed replacing all pool depth indicators. These markers are essential for both safety and compliance, clearly identifying water depths (e.g., 3 ft, 4 ft, 5 ft, 9 ft) and reinforcing “No Diving” areas. The updated markers will be more visible, durable, and easier to read, enhancing swimmer awareness and reducing risks of liability.

  • Community Signage Enhancements

Maintenance staff continue to work on updating and improving signage throughout the community, including areas such as Tall Pines, Magnolia Run, and Emerald Green. These improvements will be completed soon. These improvements are focused on consistency, visibility, and overall aesthetic appeal, helping with wayfinding while maintaining the community’s visual standards.

 

Landscaping News and Updates

The following landscape maintenance update is provided by our Landscape Maintenance Partner, United Land Services, to ensure we meet the needs of the community and address any issues caused by weather, pests/bugs, accidents, etc.

Please note: On June 8th the River Club Pool will be closed from 8AM-10AM due to trimming the bushes around the pool.

LBTS Common Area Landscape Maintenance

Turf Grass Mowing and Ponds

  • Completed all mowing and weed eating on both campuses this
  • Mowing will continue daily on both properties (LBTS & River Club).
  • Mowing and weed eating will continue weekly in Compass

 

Ornamental Detailing

  • We continued trimming the shrubs in River Club this week.
  • Detailing around Beach Club
  • We trimmed the shrubs at the office.
  • We pulled weeds in the beds around the Beach Club house.
  • We will be installing pine straw in the community beginning on Tuesday of next week.

 

Fertilization, Weed Control & Pest Services

On the Security Scene

Hurricane Season

We would like to re-iterate a few important issues covered in Alan Dubroff’s article last week regarding hurricane preparations.  As mentioned, LBTS HOA’s focus will be on infrastructure and facilities. Each owner, resident, and guests are responsible for their property, safety and well-being. As the saying goes, “an ounce of preparation is worth a pound of cure.”   Refer to last week’s article to ensure you have done the following:

  • Review Insurance Polices
  • Update contact Information
  • Formulate an Evacuation Plan
  • Build an Emergency kit

To reinforce the importance of readiness this hurricane season, we want to expand on one of the most critical elements of preparedness: your evacuation plan.

An evacuation plan should be decided now—not when a storm is approaching—and clearly communicated to all family members, guests, and anyone who may be staying in your home. In stressful situations, having a shared, well-understood plan can make a significant difference in safety and peace of mind. It is equally important to establish an alternate evacuation plan in case your primary route or destination becomes unavailable.

Key Evacuation Planning Reminders

  • Know your evacuation zone and understand when your area is required to evacuate.
  • Identify your destination(s) in advance—this could include staying with family or friends inland, booking accommodations, or knowing nearby shelter options.
  • Plan multiple routes in case of road closures, flooding, or heavy traffic.
  • Communicate your plan with family members and guests so everyone knows where to go and how to reconnect.
  • Prepare your vehicle early by keeping it fueled and in good working condition.
  • Bring essential items including medications, identification, insurance documents, and your emergency kit.
  • Make arrangements for pets, including transportation, supplies, medications, and pet-friendly destinations or shelters.
  • Leave early when advised—waiting too long increases risk and limits options

Healing Together Community Resource & Wellness Fair June 13th 1-5PM

The Healing Together Community Resource & Wellness Fair is an upcoming family-friendly event focused on wellness, mental health awareness, and community connection in Surfside Beach. Hosted by Daughters of Both Suns, the event will bring together local organizations, mental health professionals, community partners, and small businesses to provide valuable resources, support services, and educational information for individuals and families. Attendees can enjoy food trucks, live music, raffles, bounce houses, face painting, interactive activities, and a community marketplace designed for all ages. Admission is only a $1 donation, with proceeds helping expand access to mental health resources throughout the community. The event aims to create a welcoming atmosphere where people can connect, learn, heal, and support one another while promoting overall health and wellness.

Celebrating Carolina / Made in Carolina Event June 27th 10AM-1:00PM

Join the Georgetown County community at Georgetown Growers Market for the opening ceremony to kick off the week- long Carolina Days Celebration to mark the nation’s 250th birthday. The colonial-themed event will feature presentation of the Colors by the Georgetown Fire Department Color Guard, patriotic music, and speeches by local dignitaries. Large copies of the Declaration of Independence will be available for all to sign.
